US Secretary of State States Palestinian War Ongoing as Israeli Forces and Militant Group Ready for Negotiations

America's top diplomat declared on the weekend that the conflict in Gaza continues, even though both Israel and Hamas accepting elements of a proposed peace plan designed to conclude the almost two-year war.

Technical Talks to Reveal Militant Group's Commitment

"We will know very quickly whether Hamas is committed or not by the progress of logistical discussions about the hostage liberation," Rubio commented in a television appearance.

His statements coincided with warnings that Hamas faces "complete obliteration" if it insists on staying in control in the territory. Israeli and Hamas negotiators are preparing for discussions in Egypt on Monday, but intermediaries are facing roadblocks, including the exchange mechanisms that could delay chances for a quick truce.

Two-Part Strategy to Ceasefire Agreement

Elsewhere, he detailed that mediated talks are "the nearest we've been to achieving complete hostage liberation".

Yet he noted that the proposed agreement – which both sides have agreed to with various challenges, such as the demilitarization of the group – was likely subject to "numerous difficulties along the way."

He stated he "would encourage everyone" to consider the plan in two phases – initially militants consent to the captive return plan, prisoners are let go and Israeli forces withdraw.

Practical Difficulties and Schedule Pressures

But the logistics are uncertain, like the swap procedure and handover arrangements. "We hope to witness that occur rapidly," he commented. "The captive aspect needs to proceed extremely quickly."

"I am hopeful that they'll be released. And I believe there's chances," he added.

As outlined in the agreement, the group would free the last captives – approximately two dozen believed to be alive – within three days. Conversely, Israeli forces would stop its assault and pull out of much of the territory, free numerous detainees and permit delivery of humanitarian aid and eventual reconstruction.

Organization's Viewpoint

"The group is eager to secure a deal to cease hostilities and immediately begin the captive transfer in accordance with the situation on the ground," a Palestinian source said Sunday.

However, they cautioned that "Israeli forces should not hinder the execution of the ceasefire agreement. If the occupation has authentic willingness to reach an agreement, the group is prepared."

Second Phase Challenges

During his remarks on Sunday, he detailed the next stage of the framework contains talks about what happens after withdrawal occurs and creating different leadership for the region would be established.

"That's the part that I believe is may become a little tougher to address, but that will ensure durability for the cessation of hostilities," he explained.

He also mentioned that "both sides accept, including Israel, that in time, in due course during these developments, the territory will be administered by a expert Palestinian body that's not Hamas, that are not terrorists, guided and helped of an multinational group such as conflict resolution organizations."
